As recommended by Sir R. 4. Stubbs in his despatch No.165 of 15th April, 1924, and approved by Mr. Thomas in his telegram of 16th June, 1924, officers on the permanent staff with ten years continuous service and upwards holding appointments of the class ordinarily recruited locally, were in 1924 granted rent allowances ranging from a maximum of $8 a month for salaries of $450 a year to $25 a month for salaries of $3000 and over, in accordance with General Order 110A a copy of which is enclosed; and since 1925 some 42 flats have been rented by Government and leased out to applicants fram within Goverment Service at rentals equivalent to 6% of the officers' salaries.

Petitions from the Clerical Staff asking for

concessions were considered last year. The Hong Kong General Chamber of Commerce and the Chinese Chamber of Commerce were consulted and fran the answers received it would appear that this staff is at present adequately paid, taking into consideration the rates paid to clerks in a similar position outside of Goverment Service.
